Yes, those were good, Skyland for example though isn't.

And japanese cartoons are hand drawn, but they use computers to make it high quality and not grainy like you'd see in most 80's and 90's anime. Or they use a tablet.

The difference is when there are corners being cut using, most widely known for example, Flash. It's far too easy to just draw and arm and then rotate it and or replace the hand on it rather than draw out an arm moving or hand opening/closing.
