There's Paint, but I'm guessing that you mean want something more complex.
I'd suggest GIMP. It's free, not sure where to download it, but alot of people here use it. I remember it being a bit confusing, but it can get Photoshop quality.
Another option is Paint.NET, which resembles Photoshop more then Gimp. Either one works pretty well, but I'd go with GIMP if I were you just because it's more well known and more people here will be able to help you learn to use it.
