Um, ask your friend if he's dating her...? Sense he's your friend I assume you would be comfortable enough to ask him. If he is dating her, well. There is not much you can do.
If not, the most important thing you need to do is become her friend. Anything you can do to accomplish this, do it. It's vital. You can not simply wish you were her friend and stare at her from afar every day.
