I'm pretty sure a URI is just the bigger family that URLs belong to... I think it includes ftp: and mms: and stuff like that, besides the standard internet http:

Oh, that's your problem! Download the picture to your computer first, and then try and open it using "open file" or something like that. "open location" is definitely not the command you want to be using, I'm pretty sure... :O

Mind you, I've only used GIMP a few times before, so I don't really know... but try that, see if it helps. :O
