Well they do have some common features which are pretty rare among fish. They both have a nose, ears, a fin at the top of their heads and somewhat similar colour of skin. But still I since there is nothing else connecting them I'd say it's a pretty unlikely theory if we keep in mind that the river Zoras are down right meanies in all the other games.
