He's probably some sort of bottom feeder, living off plankton or such.
But anyway, remember that the Hyrulean Zora would have lived in rivers and thier diets would most likely consist of freshwater fish, but with the flood a huge change would be introduced with no warning so much of the aquatic life would have died due to the rapid shift in environments.
Because of this they'd need to find a new food supply as living in water would be difficult during the early years of the Great Sea, not to mention the fact that the new environment promoted dangerous forms of life. Living in the ocean would have been difficult with Gyorgs and Octorocks in larger numbers, which may account for Zora's from other lands not making homes in the Great Sea.
