No, I don't believe Nintendo ever said that (or hinted). Although, I don't think it'd be such a good idea. A bow and a sword are pretty much all that is useful when in combat on a horse (excluding lances).
I could care less if
TP has glitches are not. Although, sometimes glitches are fun--but I guess Nintendo wants to make sure this game is perfected *coughfiveyearscough*.
