In China, the Phoenix and the Dragon represent high virtues and grace and such, honourable traits.
The Phoenix was the female manifestation of this, and the Dragon was the male manifestation of this.
The two also represent Yin and Yang

In old weddings, Women wore Phoenix decorations, and Men wore Dragon decorations, again to symbolize balance.

Okay - on topic.
Yup, I have a set of those, in fact, mine look very much like Owl's, but with more elaborate Yin Yang decorations with gold and stuff.

And yeah, to use them, you are supposed to roll the around your hand (like some people do with Coins), and they're supposed to regulate your Qi.
And like the awesome Feline Witch and Aerixeth have said - the balls make cool, chiming sounds when they move.
